Red Cross was a minimal community for meeting the incorporation requirements as set forth by the Joint Legislative Commission on Municipal Incorporations. Red Cross: The Incorporation of Our Town gives examples of how the Red Cross community was able to overcome almost insurmountable obstacles in pursuit of incorporation. It also shows many of the things newly incorporated towns need to address and of the pitfalls they may encounter along the way.
